幫狗手淫不算虐待動物嗎？日前新北市新莊分局明志派出所前黃姓所長，竟然在值班時竟替一隻拉不拉多犬「打手槍」，還將過程拍成影片PO上網，遭到網友檢舉後，黃男遭記過調職，也被依《動保法》「無故虐待、騷擾動物」送辦。但經過3個月的調查後，農業局竟然簽報免罰結案，原因竟是「看不出狗不舒服」。
黃姓前所長在今年3月值班時，對拉不拉多犬「PUGU」手淫，過程不但拍攝下來，甚至還PO上網路供人瀏覽。這段影片之後在網友間瘋狂流傳，紛紛痛批黃男是「虐待」和「騷擾」並且檢舉。事後黃男遭記過調職，也被依《動保法》「無故虐待、騷擾動物」送辦。
新北市農業局得知後，不但介入調查，經過3個多月的時間，還請示過包括農委會、獸醫公會等機關和動保團體等。根據《蘋果日報》報導，結論竟然出人意料，他們竟認為狗狗看不出來有「不舒服」，甚至還認為當時狗狗搖尾巴的「感受情形」，感覺看來「滿開心的」。
影片中黃男雖然說出「出來了，真沒擋頭」，但只看到他「摸狗」的動作、狗狗猛搖尾巴，動保處無法認定是否有幫狗狗「打手槍」，黃男也否認替狗打手槍。只是這樣的結果，引發網友重砲抨擊，民眾質疑「你怎知道狗狗很爽？牠友說出來嗎？」
