兩岸政治性議題　馬英九：我方並未刻意迴避

【晏明強／台北報導】馬英九總統昨接受日本《每日新聞》專訪，對於日媒關切的兩岸關係未來發展，馬說，自2008年他上任以來，就積極地改善與中國大陸、美國及日本之關係，台灣與中國大陸到目前為止已簽署19項協議，使得兩岸逐漸地建立互信。他強調，對於兩岸的政治性議題，我方與對岸簽署協議時，並沒有刻意去迴避，例如2009年所簽署的《兩岸共同打擊犯罪及司法互助協議》，本身也涉及司法管轄權的問題，具有相當的政治敏感度，但是我方並沒有迴避。

馬英九指出，我方主張在中華民國憲法架構下，維持臺海「不統、不獨、不武」的現狀，並在「九二共識，一中各表」的基礎上推動兩岸和平發展。目前台灣正與中國大陸談「兩岸互設辦事機構」協議，也同樣是具有政治敏感性的議題，我方同樣也沒有迴避，主要原則就是看相關議題對於促進兩岸關係、保障兩岸人民福祉是不是具有迫切性，若具迫切性，則依據「先急後緩、先易後難、先經後政」原則，把這些議題提前放到我們的時間表。
