陸企來台發寶島債　明起上路

【廖珮君／台北報導】金管會今晚宣布，明日起開放3大類陸企來台發寶島債，首先是中國境內政策性銀行（如國開行、農行、進出口銀行）、國有商業銀行（如中、農、工、建設、交行）或股份制商銀等3類及其海外分行或子行，共20家，額度須取得中國人行審批。
 
其次是台灣金融機構在大陸的子行，官員說，例如未來將開業的永豐南京子行、富邦華一銀行等，都可以是回台發行的對象。第三類是台商在大陸投資的企業，子孫公司都納入，如國泰租賃子公司也可以是回台發債者，這部分額度須跟中國發改會申請。櫃買中心表示，發行人須檢附資料向央行報備，並取得櫃買中心的上櫃同意函，取得同意函後，必須在一個月內完成募集與發行並上櫃買賣。
