就在菲律賓與大陸、台灣等周邊國家陷入新一波南海主權爭議之際，菲律賓外交部宣布，購自美國的「二手」新軍艦，已從美國啟程，預料可於8月第1週抵達菲律賓服役。由於這艘軍艦能夠發射反艦飛彈，將大幅提升菲國海軍戰力。
根據菲律賓《星報》報導，菲律賓外交部表示，「艾卡拉茲號」（BRP Ramon Alcaraz）10日上午從南卡羅來納州啟程前，菲律賓駐美大使庫西亞（Jose Cuisia Jr.）特別登艦巡視，並訓勉艦上88名官兵。
這艘軍艦原為美國海岸巡防隊的「韓密爾頓級」全天候緝私巡邏艦，該艦武裝除了76快砲外，還能夠發射魚叉(AGM-84)反艦飛彈；該艦還能起降直升機，能大幅提升菲國海軍戰力。
艾卡拉茲號艦齡45年，是由菲律賓海軍於2012年5月購得，再花1560萬美元整修，全長115公尺、排水量3250噸，配備2個柴油發動機和2個燃氣渦輪發動機，船速最快29節。該艦是菲律賓近來購得的第二艘「韓密爾頓級」巡邏艦。
