明年基測或會考該如何報名？

不好意思我想請問一下，
我有一個朋友她今年102應該讀高一並準備升上高二（1997）年出生的
但卻因為家庭經濟等多方面的因素而沒有去考基測！她也錯過了今年6\8•9的基測
那明年基測要怎麼去報名還是明年已經換會考了？
那如果已經換會考了那該如何報名？
