馬英九：陸資若壟斷產業　可要求撤資

總統馬英九8日表示，政府開放陸資來台，事實上會創造更多就業機會，大家不必過度擔憂。有聲音質疑，未來陸資很可能對個別產業造成壟斷，他強調，這部分政府可以依法要求對方撤資，同時也有緊急磋商機制，在面臨難題時能與對岸進行協商。

馬英九8日接見「財團法人財經立法促進院」財金專家學者等9人時，再度談及服務貿易協議的重要性，並說明協議對台灣帶來的好處。

馬英九強調，政府開放陸資至今，已逼近8億美元，創造了6700多個工作機會，而這當中，只有200多人是由大陸來台，其中多數還是高階幹部、經理人員，反觀技術人員、基層人員這部分比例相當少。

未來服貿協議實施後，可望吸引更多陸資，讓就業機會再度提升。他還說，協議也有利台資到大陸發展，大陸服務業也相當歡迎台灣業者到對岸發展，這些都提供更多元的機會。

話鋒一轉，馬英九指出，若未來真的出現陸資壟斷的情況，也有法規可以規範，甚至要求對方撤資，「這樣的狀況，過去就曾發生，當時有陸資不符合規定，我方就採取相當強硬的做法」。此外，協議中也有緊急情況的條款，未來遭遇困難，可以迅速進行協調。

最後他說，服貿協議是他上任後，兩岸第19個協議，談判人員花了2年把它談出來，確實是滿不容易的。
