求助：我家失火，不知道怎麼辦

我哥哥是開店做生意的，店面是用租，房子總共有三層，1樓2樓、地下室。我哥是位於1樓店面，原本1樓有電箱，房東為了計算電費，從1樓電箱裡牽2條線到1樓另一頭加裝電錶還有電箱。有一天清晨5：30（無營業）在一樓工作場所起火， 6：00有人報警，消防隊6：20到，一下子就全燒光，還燒到2樓。我哥到現場發現大門攝影機不見，再去問里長照到店面那支攝影機里長說故障。也就這樣不知道怎麼辦。
後來鑑定結果出來說：起火地點1樓工作場所，原因是電氣因素。請問我哥要如何處理這件事，還有責任歸屬問題。請求幫我哥解決，他很亂不知道要該做什麼。
