非志願離職單

請問這個非志願離職深情條件
是否得做滿1年才可辦理?

是這樣的 我朋友上班還蠻認真
但是他的公司倒了 他也有跟主管拿非志願離職單
都寫好後 去就業服務中心辦理時他說不能辦
因為他才做10個月= =

不知道這有沒有別的方法辦理??
