29歲的前中央情報局技術助理愛德華．史諾登（Edward Snowden）踢爆美國政府大規模監控偵蒐民眾網路和電話資訊，引起英雄與叛徒爭論，雖然美國會議員要求將他起訴，但也有逾2萬人在白宮網站連署，要求歐巴馬總統赦免史諾登。
史諾登將美國政府監控9家網路公司伺服器的資料提供給《衛報》與《華盛頓郵報》等媒體，使他成為繼艾茲柏格（Daniel Ellsberg）和曼寧（Bradley Manning）行列，成為美國史上最新1位觸犯國安重大問題者。
不少美國國會議員已向歐巴馬總統提出起訴史諾登的要求，因為他洩露國家機密，美國國家情報總監（the Director of National Intelligence）辦公室發言人表示這起案件已移送司法部，情報單位也正在檢視這起洩密案所造成的傷害。
史諾登已於5月20日飛抵香港，躲在一家高級酒店中。史諾登希望前往以網路開放新聞自由著稱的冰島尋求政治庇護，不過冰島駐大陸大使亞那多提爾表示，依法必須抵達冰島才可申請庇護。而美國眾議員金恩已要求政府引渡史諾威。
不過，也有民眾認為史諾登是揭露政府部門違法的英雄。依照史諾登的說法，決定洩露美國政府最高機密的監控計畫，是基於捍衛「全球人民基本自由」的良心，已經有逾2萬人在白宮網站連署，要求歐巴馬赦免史諾登。
白宮方面表示，歐巴馬總統已聽取有關史諾登洩露國家安全局（NSA）監控計畫，但相關調查仍在進行，發言人卡尼（Jay Carney）表示，他不能針對史諾登個人或是他的狀況進行評論。
